
President Yoweri Kaguta Museveni yesterday signed into law the Uganda Peoples’ Defence Forces (Amendment) Bill, 2025.
The bill, which was passed by Parliament on May 20, 2025, has stirred public debate due to its controversial provisions.
One of the most contentious aspects of the new law is that it allows civilians to be tried in military courts.
This development reverses the Supreme Court’s ruling from January 2025, which had declared the trial of civilians in military courts unconstitutional.
Supporters of the amendment argue that it will strengthen national security, while critics fear it could undermine civilian rights and the independence of the judiciary.
The signing of the bill marks a significant shift in Uganda’s legal landscape, and its implementation is expected to face scrutiny both locally and internationally.
